In this Congress, Ron was looking ahead to the future of Scientology and oriented attendees to the concept of bringing order as the top level ability of the thetan. The thrust was for expansion of Scientology by creating leaders capable of going up against and besting the postulate held in place planet-wide that "there is nothing I can do about it." Harking back to confusion and the stable datum, LRH announced the truth of the matter: the confusions aren't but order is. Hence the continued emphasis on bring order into chaos.
