A further development to the Product Officer/Organizing Officer system, Ron announces and explains a third factor necessary to the effective running of an organization: the creation of effective and stable organizational staff. The EstO flanked the Product Officer and Organizing Officer through hatting the staff members to do their jobs, thus enabling them to withstand the stresses inherent in any production activity.
