This can only relate to the OC Org as I knew it the last time I was on service there, which was summer, 2012. The staff were friendly and dedicated, and tried hard to do their best in spite of the "leadership" of Miscavige. I did a lot of work on the files to prepare for the ideal org evolution and I enjoyed the camaderie of that, especially since I am a big proponent of accurate files. But, they do have to deliver Scientology according to the altered version of COB. I rated them low on ethics, because they do not confront the fact that the changes in tech and policy are not per LRH. I would not recommend to a friend because I would not recommend the C of S to anyone so long as it is following COB, but if I were talking to someone who is in the Church and has no intention of leaving, I would recommend this org over other C of S orgs.
