Miscavige has hand selected, since the early 90's, staff and executives who are either wholly spineless and can be manipulated and controlled, or are attractive females, with little training or auditing in Scientology, who can be well indoctrinated into what he wants done.
In the early 90's there were approximately 30 staff in RTC, including HCO, an internal Qual Liaison, a basic Esto system, a Treasury, a Data branch, Investigations and Citations function, Security branch, Legal Branch and Trademark registration and maintenance section, as well as AVC (Authorization, Verification and Correction Unit) to review all outgoing traffic, approve programs and evaluations. Added to this, was the creation, in 1995, of the RTC Representative Network, which was a team of young Sea Org members who were heavily indoctrinated and sent out to each Advanced Org, to the FSO and to the Freewinds.
By the year 2000 more than half of the RTC org was demoted or offloaded, and since that time, the RTC org has been reduced to virtually only a Reception, Treasury and Estates Staff and his own Office staff for enforcement of orders. The RTC org was assigned a group condition of Confusion in the mid 1990's for not dealing with a public who had issued a golden rod SP declare on Miscavige, and they were in that same condition in 2003, and are likely still in that same condition today.
Working directly in Miscavige's org is like being Alice in Wonderland. Musters were long lectures and dissertations that routinely made no sense or were just pure HE&R. Staff meetings were pre-rehearsed communications to try and placate and satisfy DM. Org inspections, which occurred occasionally, were unpredictable and Miscavige would routinely lash out physically at staff, berate or belittle staff, remove people from post for looking at him wrong, all combined with more HE&R. The RTC Org board was in flux for a number of years, and was changed, on the whim of Miscavige routinely. A Code of Conduct for RTC was issued in 1994, which became higher than LRH policy and has been used as the stable datum for the org to become a Gastapo-like organization. A series of meter assessments were implemented by order of Miscavige in the mid 90's which are used to harass and torment and control staff, all of them aimed to find anyone with evil purposes, counter intention, or disagreements with Miscavige. Miscavige has untrained auditors in RTC use these assessments to harm staff, restimulate and introvert. They have been used to remove, demote and offload staff routinely. As they are claimed to be an "ethics" action and not auditing, they are done with no regard to the Auditor's Code, often for hours on end, and with more than one ethics officer to intimidate those being investigated.
