Starting in 1960, L. Ron Hubbard launched an investigation to discover how to build and operate an organization. Along the way, he issued his findings as hundreds of Policy Letters distributed to all staff. From this research came the seven-division organizing board, which expresses every function inherent in the cycle of production and which is used as the pattern to form very strong organizations. The Policy Letters covered each of the functions and duties expressed in the organizational chart and resulted in expansion. The Organization Executive Course is the full study of all these issues and enables a person as an administrator of great skill.
